About
BAST
Beijing
Academy of Science and Technology, a rising and comprehensive
research institution founded in Beijing in 1982, is the biggest
scientific research institute among its counterparts in the
Beijing Municipality. In 2000, the Academy had a total
capitalization of RMB 1.36 billion.
Within
BAST there are 25 sub-units that manage scientific R&D,
technology services and science popularization, including over one
hundred high-tech sub-companies. The academy has a total staff of
more than 5,000 employees, of whom more than 1,500 are scientific
experts in their fields. It has already gained over 200 awards on
the advancement of science from the Beijing Municipality, Ministry
of Science and Technology, and nationally. Cao Fengguo, president
of BAST, is a nationally renowned expert, having made great
contributions in Electron-Machining field.
Initially,
BAST was just a multi-subject scientific research entity. Through
the restructuring process over many years, the Academy has
developed into a scientific research and application academy. With
advanced technology in fields such as new energy, new materials,
environmental protection, biology, and information technology and
scientific consulting, the Academy has had a significant impact on
the development of Beijing’s economy, as well as on the
distribution of its goods all over the globe.

1.
Beijing Solar Energy Research Institute (BSERI)
Established in 1979, Beijing Solar Energy Research Institute is the largest domestic
institute of its kind in China. SUNPU also is the key support
organization of the National Engineering Research Center for
Renewable Energy and the Beijing Research & Development Center
for Solar Photovoltaic (PV) Technology. Major R&D areas
include solar thermal utilization, solar PV power generation,
solar energy materials, and energy conservation.
In order to pursue development opportunities, BSERI
supports Beijing SUNPU Technical Company, Beijing Sunda Solar
Energy Technology Co. Ltd, Beijing Sunpu Sunshine Technology,
Bejing Sunpu Photovoltaic Technology, and Beijing Linuo-Sunpu PV
High-Tech. A series of Sunpu products has been marketed, including
flat plate solar colllectors, heat-pipe vacuum tube solar
collectors, high efficient energy-saving stoves, oil/gas boilers,
PV power generation systems, etc. By the end of 2003, accumulated
revenues in technology, industry and trade reached RMB 3.2
billion. Foreign export credits reached RMB 120 million. These
products benefit both energy conservation and environmental
protection.
BSERI has carried out 258 R&D projects in 25 years, including 25
technology R&D projects and five international cooperation
programs. It has received 193 national patents, won 48 Science
Progress awards and one Eureka golden prize.
2.
Beijing Institute of Electro-Machining (BIEM)
BIEM was established in 1978.
There are more than 200 staff members, 70% of whom are technical
personnel. Fixed capital has arrived at 10 millions dollars. BIEM
has won over 50 awards for technical achievements and owns 51
patents. The main research directions are based on Special
Material Machining Techniques, Precision CNC EDM Machining
Technique and Equipment, and Precision Mold & Die Techniques.
Beijing Dimeng Mechanical & Electrical New Tech (DMEC) was
established by BIEM, and Beijing Dian Superhard Material
Engineering (DIAN) was established as a joint venture company
established by DMEC with Onhing & Company, Hongkong.
3.
Beijing Institute of New Technology Applications (BINTA)
BINTA, one of the key
municipal research institutes of Beijing, has been engaged in the
development of new technology, the manufacture of new products and
technical services that involve the fields of electronic
information, biomedical purification, environmental protection,
energy saving, as well as mechano-electric instrumentation since
it was founded in 1977.
This
institute is located at the center of the city of Beijing, next to
the Scientific & Technology Committee of the Beijing
government. This institute has become a strong technical and
economic force in the municipal area. At present, there are 150
employees, of whom 75% are technical persons who share 9700m2
for research departments, laboratories, warehouses and offices
with RMB 50 million in equipment assets.
This
Institute is aimed at the application of technology, developing
new and useful products to meet the needs of society. In recent
years a group of technical projects have been completed, some of
which have won the Progress Prize of the Beijing government. Many
kinds of products have been taking the lead around the country and
have been widely used in biomedicine, biochemistry , environmental
protection, public transportation and urban systems management.
Along with meeting domestic needs, products are also exported to
meet the demand in an increasing number of countries.
For
further development, this institute began a restructuring processs
in 2000. Several companies have been set up, partly invested in by
this institute. They are Beijing Binta Tongchuang Technology,
Beijing Binta Green Technology, Beijing Binta Yingchuang
Technology, Beijing Binta Tianchuang Technology, Beijing Binta
Technology Trade Center, and Beijing Tian Chun Wei Tong
Bio-Technology. These companies are creating a better future in
today’s market economy

Beijing Municipal Institute of Labour Protection (BMILP)
Beijing
Municipal Institute of Labour Protection (BMILP)
BMILP is one of the first
institutions approved by the Academic Degree Committee under the
State Council to award the Master’s degree in Saferty Technology
and Engineering, and Environmental Hygiene. A post-doctoral
working station has been established in the institute. Among
nearly 200 R&D staff, more than 50 have earned Ph.D.or
Master’s degrees, and over 60 have senior technical titles.
Three members of the China Academy of Engineering have been
invited to supervise the R&D activities of the institute.

research centers at home and abroad, and has estabished long-term
collaborative relationships with universities such as Peking
University, Tsinghua University, and the University of Science
& Technology of China. The staff of BMILP is diligent,

Beijing
Chemical Emergency Centre（BCEC）
Introduction
With the approval of
Beijing’s municipal government, Beijing Chemical Emergency
Centre (BCEC) was established in the Beijing Municipal Institute
of Labor Protection on June 13, 2002 to efficiently prevent,
control and decrease the potential hazard from various chemicals
and to create a safe environment for Beijing and the 2008
Olympics. The BCEC’s major task and goal is to develop and
provide the research and service concerning emergency response and
protective technologies against hazardous materials. Beijing
Chemical Emergency Centre is staffed by profession engineers with
expertise in safety engineering, chemistry, hygiene, etc. Many
leading managers and experts are employed by BCEC to give guidance
to the work of BCEC, meeting the needs of the municipal government
and the region.
Beijing Chemical Emergency
Centre collaborates with leading Universities, research centers,
and companies at home and abroad such as Peiking Univ., Tsinghua
Univ., Harvard, British National Chemical Emergency Centre,
University of Greenwich, and the ACOHS company of Australia, etc.
in researching emergency forecast and response, decision-making
information systems, and domain safety assessment of hazardous
materials.

As the major organization providing technical and
informational support to prevent and respond to chemical
incidents, Beijing Chemical Emergency Centre provides the

Helping to safety manage chemical transportation in Beijing

The
Indoor Environment Analysis Center of Beijing Municipal Institute
of Labour Protection was established in Jun. 2002, and was
authorized by the Committee of Administrative Organization of
Beijing Municipality in Oct. 2002. The Indoor Environment Judicial
Analysis Center of Beijing Municipal Institute of Labour
Protection was authorized by Beijing Municipal Judicial Bureau in
Oct. 2003. In Dec.
2003, the Center became the member of the Building Environment
Engineering Research Center of the Ministry of Construction, P.R.
China.
Currently
there are more than 30 science researchers in the Center, five
high-level researchers and six masters among them. There are nine
workers in the Judicial Analysis Center, 80 percent of whom have
undergraduate degrees.
Study
on the indoor environment is the Center’s main research aspect,
which includes the analysis and technological evaluation of indoor
air, the building environment, and toxic matter in architecture
decorating materials, and indoor environment judicial analysis,
etc. The Center is licensed by CMA.
The
Center possesses such analytical apparatus as GC-MS, LC-MS, GC,
LC, AAS/AES, and γ-Energy
Spectrometer, etc.

国家劳动保护用品质量监督检验中心
The PRC Quality Supervision and Testing Center of Labor
Protection Products was founded in 1989 and authorized by the
National Computation Authentication and Certification in 1990. In
Oct. 2000, the lab has assessed by China National Accreditation
Committee for Labotatories and has met the requirements of CNAL.
We have 17 technologist, including 1 researcher, 2 associate
researchers and 10 engineers.
The Center’s major work is the establishment of a
national standard of personal protective equipment, research
products’ performance, quality testing and development of
testing technologies and testing equipment. Our research range
covers the full range of protective equipment in China, in
particular breathing apparatus, eye and face, and full body
protection.
The Center has 130 testing equipment, including 120 general
testing devices, and more than 10 testing devices for special
types of internally developed labor protection products, such as
the CM-1 helmet impact tester, testing system for gas defence time
of filter, breathing resistance tester, etc.
The
Center organized and attended several international technology
exchanges. In 2004, we have seven research programs for protective
equipment.

—— Beijing Nutrition Research Institute
Beijing Sunpu Biochemical & Biotechnology Co was
originally founded in 1992. It was re-organized in 2000 from a
state-run enterprise to a limited-liability company with total
assets of RMB 50 million. In recent years, total sales have
reached RMB 80 million per year. Sunpu won the title of “Top 50
Technology Innovation Enterprises in 2000”, and was praised for
its financial management by the Haidian district government in the
Zhong Guan Cun Development Zone. Sunpu has certified ISO 9001 for
quality management system certification. With technicians majoring
in animal nutrition, biology and chemistry, Sunpu researches and
develops animal feed additives and veterinary medicines. The
products of Sunpu dominate the marketplace with high quality and
advanced technology. With smart marketing strategies, Sunpu has
set up a sales network of more than 10 offices and branch
companies with over a thousand customers around China. Sunpu also
holds import and export qualifications, acting as a product export
dealer or agency for products from China and foreign countries.
Sunpu
has been rewarded several times by the central and local
government for their achievement in research and development of
growth promoter, mold inhibitor, antioxidant, l-ascorbic
phosphate, probiotics, feed enzyme, additive premix for aquifeed,
veterinary medicine, disinfectant and water quality promoter etc.
Some products have been patented. At the same time, with strong
performance and safety characteristics, the antiseptic agents for
cosmetics have acquired an excellent reputation among customers
and the daily chemical industry.

北京市计算中心
——The Beijing Municipal Computing Center (BMCC), which was
established in 1973, is one of the oldest computer research institutes and services in China. The
customers base is composed of organization in industry, commerce,
traffic, energy, environmental protection, finance, tax and social
affairs, etc. Technical fields which were developed by BMCC
include algorithmic research, data processing, MIS, CAD, data-base
and network technology, industry control, and aptitude instrument,
etc. Through BMCC’s development, the organization has received
more than two-hundred awards. Hundreds of experts have been
employed. Ninety percent of all staff in BMCCare technical
personnel, including a Ph.D, a Master, sixty-eight bachelors and
thirty-nine associate degree holders.
At present, BMCC is engaged in developing scalable
high-tech industry. In the electronic information field, BMCC
possesses the advantages of computer software development and
system integration, international information processing, data
input and processing, international software sales, and computer
software training. Additionally, there are non-core businesses
affording services to the society in general, such as molybdenum
processing，print, and estate management.

北京自动测试技术研究所
——Beijing Institute of Automatic Test Technology (BIATT) was
established in 1984 and is the only professional institute in
China engaging in the research of IC test technology. It has
achieved great success in test theory and methodology for IC test
as well as development of test instruments and the application of
test technology, and also offers IC test services to the public.
BIATT is a R&D institute with highly-qualified staff, 3 people
with Ph.D. degree, 7 holds the Master degree, 27 holds titles of
senior professional post and 50 with middle level professional
title.
Through
undertaking the tasksassigned by the state’s key scientific and
technological project and the science and technology planning
project of Beijing municipal government, the institute has made a
series of world-class scientific and technological achievements.
Of all the achievements, “BC3170 LSI/VLSI Memory Test System”
, “BC3110X Digital IC Test System” and “ the Development IC
Program Library” were each granted national prizes for science
and technology. The products developed by the institute and named
after “TEST” brand,
large-scale IC test system and discrete device test system, have
been widely used in Chinesel industry .

—— Beijing Instruments and Materials Development Co (BIMB)
Beijing
Scientific Instruments & Materials Corporation was founded in
March 1958. It was one of the earliest scientific corporation
founded in China. There are more than 100 available staff in the
corporation at present, with 1600 square metres of office space,
1700 square metres of warehouses area, and with the registered
funds of 7.16 million
yuan, its total capital is nearly RMB 40 million. The headquarter
of the corporation consists of the Office Dept., the Financial
Affairs Dept., the Article Industry Management Center, and the
Human Resource Dept.. The corporations of controlled of the shares

—— Beijing Research Center for Science of Science
Beijing
Research Center for Science of Science (BRCSS) was established in
1984, with the approval by Beijing government.
The center is dedicated to soft-scientific research on
technology policy, technology management, technology estimate,
technology innovation, technology system reform, regional economic
and technological development, technology popularization and so
on. The center makes
great efforts to apply soft science theory and verify results of
soft science applications.
The
center has a scientific measure department, science and technology
information department, policy and regulation department, industry
research department, science and technology management department,
science and economy department, market research department,
general office, Beijing information management research center and
Beijing Kewei innovation technology development Ltd.
After 20 years’ reform and development, the center has
equipped with a group of 45 professional researchers and
consultants, among whom 12 researchers have the senior
professional title, 12 hold the registered consultants
certification, three have government special allowances.
The center maintains the specialist group with
tight-relationship, and has become the new pattern soft science
research and consulting institution with the characteristic of
competing, opening, cooperating, and fluidity.
BRCSS
has developed an integrated statistical information system, and
has significant science and technology statistics resources.
For years, the center has been undertaking statistic tasks
for scientific research institutions in Beijing,
national projects, torch projects of MOST, private science and
technology enterprises, high-tech enterprises outside the
technological district, enterprise incubator (including the
technological district), consulting agencies, foreign research

task, in October 2001, with approval of Beijing Organization Committee, BRCSS was additionally denominated the name of
“Beijing Science and Technology Statistic Center”.
In the field of high-tech industry and non-state science
and technology enterprises, the center has completed the Beijing
non-state science and technology enterprises report, the report of
Chinese non-state science and technology enterprises’
development in twenty years, the policy research of Chinese
high-tech industry’s development, and other specialized
research. China’s
non-state science and technology enterprise research center which
is affiliated with the Center, has undertaken several science and
technology estimation projects, including the class of innovation
policy estimate, science and technology index estimate system, the
index estimate system of new experts in science and technology
fields and so on. In
the fields of science and technology system reform and science and
technology consulting service, the center has completed projects
on the operation pattern research of the social commonweal
research institutes, the countermeasure research of the Beijing
intelligence denseness service industry, the programming research
of science and technology project for Beijing’s social

Since the establishment of BRCSS, the center has undertaken
and completed hundreds of projects entrusted by all levels
governments and social institutes, has published 36 monographs and
hundreds of academic papers, and has been awarded the second and
third prizes of Beijing science and technology advancement for
several research efforts. All the efforts made by the center not
only contribute significant to Beijing’s science and technology

北京信息管理科学研究所（B.T.S.）
Beijing
Institute of Science & Technology Information Management
(B.T.S.), was founded with the support of BAST & BSTC in
August, 2003. The main aims of BTS is to help accelerate and
standardize the information construction of government and
enterprises of Beijing, and to improve the development of
information management of government and private enterprises.
Since
it was founded, B.T.S. has successively established and been
holding friendly strategic relationships with a number of
well-known software enterprises and government academic
institutions, such as P.U.Fouder R&D Center, Sunwayworld,
BMBC, Beida Jade Bird Group, TUCL, UFSOFT, etc. B.T.S. has good
cooperative relations with the School of Economic &
Management, Tsinghua University and the School of Information
Engineering, University of Science & Technology Beijing.
Most
employees of B.T.S. were excellent senior stuff in their previous
companies, with practical experience of three-ten years’. BTS
has advantages in aspects both practical and theoretical software.
The key members are highly qualified with practical experience in

The
Beijing Research Centre of Urban Systems Engineering (BCUSE),
founded in 1984, is characterized by interdisciplinary studies of
social and natural sciences. BCUSE researches problems of urban,
regional development construction and management decision-making.
BCUSE is proud of its quantitative and qualitative characteristics
in systematically analyzing the economy, scientific theory and the
environment. It offers a variety of research and consultancy
services to the central authorities of Beijing City government.
For several years, BCUSE has undertaken more than one hundred
researching subjects,. including the capital development strategy,
the electronic engineering of the 11th Asian Games,
scientific and technology planning for Beijing, industrial
construction, high-tech industry development, urban economics,
energy resources, urban-traffic management, consumer structure and
social development. So far, BCUSE has won more than thirty prizes
for science and technology progress from Beijing City, the
provinces and national ministries. BCUSE has also organized an
international symposia discussing
urban transportation and urban economy. The faculty has
attended the Sino-American Cooperative Research in Urbanization of
China and also the comparative research of Sino-Japanese Urban
Development. More than 200 papers by its researchers and 20 books
have been published.
BCUSE
has a faculty of 40 senior researchers, engineers and staff

research focus with contributions to the capital’s science and

itself into a major research centre in Beijing.

北京市射线应用研究中心
Beijing
Radiation Application Center (BRAC) is attached
to the
Beijing Academy of Science and Technology (BAST). The Center has
significant industrial experience and was founded in 1987. Funds
for the start up of the Center came from the International Atomic
Energy Agency (IAEA), the Chinese National Science and Technology
Council (CNSTC) and the government of
Beijing. BRAC is a demonstrating base
showing the industrial application of nuclear technology from
laboratory.
In 2000, BRAC was transformed into an
advanced technological corporation
by the reform of science and technology system.
The
main operation of BRAC include the services of sterilization and
disinfection of medical products and medicines, radiation
modification
of materials radiation processes
and the applying research of radiation technology.
BRAC
has a radiation material key laboratory of BAST
and a corporation subsidiary post-doctoral workstation. It has
advantages of an able team and experience in the applying R&D
of radiation technology and materials. BRAC
designs and develops, manufactures, sells and serves its production. It aims at the conversion
of scientific research into industrial production.
BRAC
has many good employees who devote themselves to the enterprise
and its goals. BRAC has developed long-term relation
of communion and cooperation with the Department of
Nuclear Materials and Nuclear Engineering of Maryland University
(USA) and Institute of Physical Chemistry of the Science Academy
(Belarussia).
BRAC
has two sets of large-scale 60Co radioactive sources being used in industrial irradiation,
the greatest domestic 252Cf radioactive source and its
test system, and laboratories of radioactive physics, radioactive
chemistry, material design, radiation surveillance, neutron
physics, radiomicrobiology and radiation dosimetry.
BRAC
has accomplished many projects of
national problems and military key engineering,
and has been awarded the national and Beijing prizes for science
and technology progress several times. BRAC’s radiation
protection inboard material and pedrail outboard rubber are
applied to the tank showed in the parade for the 50th National Day and received
praise from the National Defence Science and Engineering Council
and the Parent Company of Weapons Industry.

Center for Physical & Chemical Analysis (BCPCA)
Beijing
Center for Physical & Chemical Analysis (BCPCA) was
established in 1979 and has played an important vole in the field

Accreditation Board for Laboratories) and CCEL (China

the world.

scientific methods and on the basis of accurate data. Our goal is

Beijing
International Business Consultant And Service Center (BIBCS)、Beijing
Science and Technology Exchange Center with Foreign Countries is
an important window of Beijing for the exchange of
ideas and to improve cooperation in science and technology between
China and foreign countries. Since establishing,
BIBCS has developed its business rapidly and successfully and has
set up a wide scope of business contacts and cooperation both at
home and abroad.
There

Laboratory Animal Research Center
Beijing
Laboratory Animal Research Centre (BLARC) was established in
December 1981, with funding by the national government and Beijing
Municipality. It is a fruit of China-Australia
Government Technical Cooperation. Today it has become an
enterprise that includes a special pathogen free (SPF) poultry
unit, SPF rodent unit, feed mill, monitoring laboratory and
support system. The Center provides scientific communities in
China with laboratory animal related services, including research
of transgenic animals,
sell
SPF eggs, SPF rodents, beagles and feed for laboratory animals.
